Mr. Hubbard's letter March 18th.

General Post Office on March 24th sent full

instructions to Postmaster General, Hongkong, as to

steps to be taken.

You need take no action except in regard to

Chinese staff as requested by General Post Office

letter March 6th enclosed in my despatch No.197.

General Post Office have been informed that

withdrawal of all post offices except Weihaiwei

should be carried out so soon as arrangements can

be conveniently completed. Withdrewal of Weihaiwei

Post Office will be effected at same time as

rendition.
